Proposed Prometheus Hyperscale Data Center & NTMWD South Transmission Line
Dear Rose Hill SUD Customers:
The District has received a number of questions regarding a proposed data center along FM 987 and the North Texas Municipal Water District’s (NTMWD) planned 42-inch South Transmission Line, which will be constructed within Rose Hill SUD’s certificated service area. Some public comments have connected these two projects.
Based on the records and information reviewed by the District, these are two separate and independent projects.
In the interest of transparency and to ensure the information provided to our customers is based on documented facts rather than speculation, Rose Hill SUD submitted formal open records requests to Kaufman County Development Services, NTMWD, College Mound SUD, Gastonia-Scurry SUD, Becker-Jiba SUD, and North Kaufman Water Supply Corporation. The information below is based on the records received from those entities, together with Rose Hill SUD’s own records.
Prometheus Hyperscale Data Center:
The proposed Prometheus Hyperscale data center would be located on the northeast side of FM 987, between the FM 987/FM 2578 intersection and CR 272. The concept plan shows potential development of approximately 320 acres of a 500+ acre property, all of which is located within Rose Hill SUD’s certificated water service area.
Kaufman County Development Services met with representatives of Prometheus Hyperscale in February 2026 to discuss the concept plan. Since that meeting, the developer has not formally applied to Kaufman County Development Services.
Prometheus Hyperscale has not contacted Rose Hill SUD to request or inquire about water service. The records reviewed by the District also do not reflect a request for water service to NTMWD or any of the four neighboring water providers.
If Rose Hill receives a formal request for water service, the District will evaluate the proposed development, its water needs, infrastructure requirements, and potential impacts on the District and its customers. NTMWD, as Rose Hill’s wholesale water provider, would also evaluate any additional regional water supply requirements.
NTMWD 42-Inch South Transmission Line:
The NTMWD South Transmission Line is a regional water infrastructure project intended to provide additional water supply to four neighboring water providers: College Mound SUD, Gastonia-Scurry SUD, Becker-Jiba SUD, and North Kaufman Water Supply Corporation.
Planning for the project began in late 2022 as these entities planned for current and future growth and additional water supply needs. The project has progressed through planning, engineering, and funding and is now moving into the real estate acquisition phase, with construction to follow.
Once constructed, three of the four participating entities are expected to build facilities near FM 2578 and FM 987 to receive water from the new transmission line and pump it back to their respective service areas. College Mound SUD already operates a pump station on FM 987 within Rose Hill’s service area.
The South Transmission Line was being planned years before Rose Hill became aware of the proposed Prometheus Hyperscale data center and was not initiated or planned for this proposed development.
What We Know Today
Based on the records reviewed by the District:
There is currently no known water service request from Prometheus Hyperscale to Rose Hill SUD, NTMWD, or the four participating water providers, and there is no documented connection between the proposed data center and the NTMWD South Transmission Line.
Rose Hill SUD will continue to monitor both projects and provide factual information to our customers as it becomes available. We understand that projects of this size can generate questions and concerns, and we want our customers to have accurate information about matters that may affect our District and service area.
